As of policy version 3.0.0.0, Debian no longer follows the FSSTND.
Instead, we use the Filesystem Hierarchy Standard (FHS).
Please refer to File System Structure (Section 9.1.1) in the Debian Policy
Manual and filesystem-hierarchy for details.
