Update doc/gendocs_template with a copy from gnulib_20260704-2 so that it's
clear that this file is licensed under FSFAP, not CC-BY-ND 3.0. The paragraph
mentioning CC-BY-ND 3.0 (was the default license for www.gnu.org) is only a
part of the template, and the actual license for this file has always been
FSFAP, which was just not clearly documented.
