Support building with distro provided sqlite3 Since Global 6.6.8, support was added for building with external sqlite3 but the implementation made it difficult to use the Debian Sqlite3 due to the library check not taking into account the multi-arch library location.
Instead, simplify the configure check to use autotools machinery to detect the sqlite3 header and library. In the process support for alternate sqlite3 is dropped - this should not affect the Debian package which is being built with distro provided sqlite3.
