wildcard, so the jest globals disappear from the test files (TS2593/TS2304 on
describe, test, expect). Declaring "types" explicitly works with TypeScript 5
too. tsconfig.build.json narrows it back to node, because it drives
dh_auto_build where @types/jest is not linked (it is marked "test" in
debian/nodejs/extlinks) and a nocheck build would otherwise fail.

TypeScript 6 also turns moduleResolution=node10 into a hard error (TS5107).
It cannot simply be dropped here: with "module": "es2015" the implicit default
is the classic resolver, which does not find node_modules at all. "bundler" is
the non-deprecated equivalent, is accepted by both TypeScript 5 and 6, and
matches how the sources are written (extensionless relative imports, bundled
by rollup).

The same two fixes are needed in the embedded @jridgewell/* components, which
carry their own copy of both tsconfig files. Only sourcemap-codec needs an
explicit "types": ["node"] (TS2591 on Buffer); adding it to the components

their tsconfig only declares es2015.
