The test suite consists entirely of integration tests against .xz files
in the testdata/ directory. When it is absent, skip all tests.

Fixes errors such as:

open testdata/xz-utils/good-1-check-sha256.xz: no such file or directory
FAIL github.com/therootcompany/xz 0.003s


This is relevant as builds of the golang-github-therootcompany-xz-dev package
(as run e.g. by autopkgtest) will fail as the testdata is omitted from the
