With UTF-16LE (little-endian) it should in theory provide consistent
results among different hardware architectures.

The BOM should no longer be present.

Note that the conversion from UTF-8 to UTF-16 was an arbitrary choice
for that unit test.
There might be simpler choices, like taking a ISO-8859-something
encoding and converting to UTF-8 (with for the content a non-ASCII char
that takes a single byte in ISO-8859-* and takes >= 2 bytes in UTF-8;
that would also double the size required for the output buffer).
