Skip test failing on GNU/Hurd when writing on /dev/zero or /dev/random. On different GNU/Hurd installations writing to either one or another would fail. Require CMake 3.24 in Debian Bump the minimum required CMake version to the one that puts the generated files into a per-build directory as expected by our debian/*.install files.
