This started as flakiness in 'file-notifier' and 'miner-fs':

But now also includes 'monitor' which triggers a problem uniquely
in Debian CI:

localsearch:miner-monitor FAIL

which means `name_to_handle_at` has failed. That's a filesystem/VM
problem and not something we need to pass in all environments.
Certainly it passes locally.

931cf93ef dropped the g_settings_sync in index_remove along with the
redundant g_object_unref. Without it the CLI can exit before dconf takes
the write. dconf-service is dbus-activated and exits with its last
client, so with no session keeping it warm every --remove loses the

envvar_to_path assumed a leading '$', and since d9702ae74 elem_equals
calls it on every configured entry, so plain paths reached g_file_test
as NULL. strv_add and strv_remove let the g_autoptr unref an array
g_array_free had already freed.
