This started as flakiness in 'file-notifier' and 'miner-fs':
https://gitlab.gnome.org/GNOME/localsearch/-/issues/174

But now also includes 'monitor' which triggers a problem uniquely
in Debian CI:

not ok /libtracker-miner/tracker-monitor/basic -
Tracker-FATAL-WARNING: Could not get file handle for
'/tmp/monitor-test-3268': Operation not supported

localsearch:miner-monitor FAIL

which means `name_to_handle_at` has failed. That's a filesystem/VM
problem and not something we need to pass in all environments.
Certainly it passes locally.

This avoids distribution issues with libzip. Distributions which don't
carry this dependency in their main supported suite can more easily
package the relevant dependencies in a separate package.
