setuptools deprecated these in v67.3.0 (February 2023). They're
unnecessary since the adoption of PEP 420 (native/implicit namespace
packages) in Python 3.3.

Note that removing this placeholder potentially breaks third-party plugins,
if any exist (but I am not aware of any third-party plugins existing in
