0005-fix-system-db-path-for-multiarch.patch On Debian systems, libmiopen.so is installed to '/usr/lib/<triplet>/' (e.g. '/usr/lib/x86_64-linux-gnu/'). The upstream code generates the system
DB path as `GetLibPath().parent_path() / "share/miopen/db"`, resulting
in '/usr/lib/share/miopen/db', which is a non-existent path.

Fix by using the cmake `MIOPEN_SYSTEM_DB_PATH` value defined in debian/rules
in all non-Windows builds, and not just BUILD_DEV.
