babel8.patch port the babel config to Babel 8 The stage-4 proposal plugins are @babel/plugin-transform-* now; the
decorators plugin takes version: "legacy" instead of legacy: true;
preset-env's "bugfixes" option is gone (the bugfix plugins are always on)
and its "loose" option became granular assumptions, listed here as its
exact expansion; transform-runtime's "useESModules" is gone as well
