Remove the upstream cfg(windows) pyo3 dependency enabling the
generate-import-lib feature when generating Cargo.lock for the Debian
package.

This feature is only needed for Windows cross-compilation with maturin
and is not required for Debian Linux builds. Keeping it causes
cargo generate-lockfile --offline to fail during dependency resolution
