tests.patch Patch defines ::tclx_library, which allows to run tests for Tclx installed as a system-wide package. Otherwise,
the test suite cannot find buildidx.tcl.
Also, it replaces insufficiently slow command by a slower one

in Tcl 9.0 and earlier (they now start from tcltest::TestOnce)
2. some tests in profile.test need fixing because ::uplevel
